What does it mean when a youtube account is suspended?

I have a bunch of favorite youtube videos and a few say that the video is unavailable and that the account is suspended. I want to see if the person has posted them anywhere else but I can't send a message. Will the account be up and running again and if so how long does it usually take?
What does it mean when a youtube account is suspended?
That means the youtube team has suspended the user's account for violating the terms and conditions of the Community Guidelines and Terms of Service. Once this happens, the suspension is permanent and they will never be able to get their account back and create new ones. There is no appeal process at all, period.
Reply:When it says video is unavailable it means the user has deleted it. Account is disabled means the youtube account is deactivated or deleted..
Reply:usually it means youtube has deleted the account....they usually never get reactivated but then again some have
Reply:the user has been banned and no, the videos will not be available again unless someone else uploads them
